The Southern African Institute of Government Auditors is an association established in terms of its Constitution. The Southern African Institute of Government Auditors was founded on the 27th of July 1988. SAIGA is registered as a Non-Profit Organisation in terms of the Nonprofit Organisations Act (Act 71 of 1997) with the Department of Social Development. SAIGA is also recognised as a professional body by the South African Qualifications Authority (SAQA) for the purposes of the National Qualifications Framework Act, Act 67 of 2008. The objectives of the Institute are broadly defined and encompass the promotion of members' interests by promoting and advancing of accountability and auditing. Since the principles of government auditing are based on the generic principles of auditing, the Institute strives to promote auditing in its wider context. The Southern African Institute of Government Auditors is not a trade association, but it promotes its members' interests by focusing on the advancement of the disciplines of accountability and auditing. The Institute is managed and guided by its Council. An extensive committee structure forms the backbone of the governance, planning, development and decision taking processes. The Institute administers a public register of its members who are entitled to the designation Registered Government Auditor (RGA). The RGA is recognised as the highest qualification in public sector auditing in Southern Africa. In order to become a RGA, a candidate has to obtain four year business orientated degree/diploma (obtaining certain prescribed subjects), serve four years of practical training in the public audit arena and pass the National Qualifying Examination for Registered Government Auditors (RGA-QE). Through its Public Finance Management Academy, the Institute presents a Public Finance Management Programme (PFM Programme). The various short courses of the PFM Programme provide continued professional education opportunities (short courses) focused on knowledge and skills transfers with regard to topics of particular importance in the public sector. The short courses of the PFM Academy are structured in such a manner that it allows candidates to obtain a Portfolio of Short Courses. These activities are directed at assisting South Africa’s treasuries as well as government departments and public entities to implement and comply with the Public Finance Management Act (and the MFMA) and related conventions such as the Treasury Regulations. The PFMA implementation is further advanced by the Institute's PFMA Discussion Forum. The Institute also publishes a number of journals which assist the Institute to achieve its Constitutional objectives and which provide members, the profession and the public with a medium for uncensored and free discourse on auditing and accountability related matters. Through research and related activities, such as the Public Sector Fraud Survey, the Annual Public Sector Reporting Awards and other research, the Institute aims to contribute towards the advancement of accountability in its widest sense.
